Does anyone know how to take refuge for someon else?

Can you explain the situation for me? I might get a better idea if I knew the cause of why you want to take refuge for someone else. Thanks.

We can write to Seattle to request that refuge be taken for anyone include Name, date of birth, address, etc.
The only things is that they cannot practice like we do.
Although the nice thing is they will get immediate Vajra Protectors.
